Burj Dubai becomes world’s tallest tower

Burj Dubai in the United Arab Emirates is now the world’s tallest man-made structure, after reaching a record height of 688 metres, The tower is now over 160 stories – the largest number of floors in any building across the world, its developer real estate giant Emaar Properties said in a statement.

The tower unofficially became the world’s tallest man-made structure in April, 2008 after surpassing the KVLY-TV mast (628.8 metres) in North Dakota in the United States. Though the final height of the tower has not been disclosed yet, it is expected to reach 800m. It will be officially recognised as the world’s tallest structure only when the construction is fully completed.

The tower was designed by Chicago, Illinois-based Skidmore and is being constructed by high-rise building experts from South Korea’s Samsung Engineering & Construction, Belgium’s Besix and United States Turner Construction.

2012 Report on Gender Equality and Development says US women have room for progress

Tuesday, World Bank released the 2012 World Development Report on Gender Equality and Development. The United States is referred to many times, often as a benchmark to foster understanding of recent gains for women in other parts of the globe. At the same time, United States women still lag behind US men in a number of areas.

In 2012, the authors note women in the United States still face challenges economically and socially. They are represented disproportionately in certain professions like teaching and nursing. They are paid less than their male counterparts. Jobs traditionally held by women also result in lower wages for men who hold these jobs. They are under-represented at the highest level of business, with only 28 of Fortune 1000 companies having a female chief executive officer. The bottom 20% of women economically have a slightly higher birth rate than their peers in the top 20%.

Immigrants to the United States from Southeast Asia and India have higher than expected male to female birth ratios, which the report authors suggest is partially deliberate sex selection based on cultural attitudes from home countries. In 2009, over half a million US women were victims of intimate partner violence. The report suggests US men have greater pension assets than US women. When compared to elderly US men, elderly women in the United States are more likely to live alone than with a spouse. US women are disproportionately under-represented in local police forces, accounting for less than 20% of all police officers. Women in the United States also bear a higher percentage of housework duties than men at 61%. When US women take part time work while raising children, they find it difficult to use that work experience to gain future full time employment. US women are disincentivized from re-entering the workforce after giving birth because of the high cost of childcare.

Many of the gains for United States women took place a while ago and took a long time to get. It took 40 years, 1870–1910, to see major improvements in the percentage of girls aged 6 to 12 attending school. In 1921, after women got the right to vote in the United States, the United States Congress passed the Promotion of the Welfare and Hygiene of Maternity and Infancy Act. This assisted in lowering infant mortality from 23% to 15%.

The report says affirmative action in the United States resulted in jobs transferring from men to women, but the authors hedged and did not draw a conclusion about the economic impact of these legislative efforts other than to say the impact was not negative.

Many of the legislative victories for United States women came early compared to developing countries. Property rights for women, while later than some of their European counterparts like Norway and the United Kingdom, started to come by 1848. That year, the Married Women’s Property Act was passed in New York. It was the first legislation of its kind in the country. Other states soon followed. Women got suffrage on a state-by-state level in the country until they got federal suffrage in 1920. Title VII of the Civil Rights Act of 1964 barred discrimination against women and allowed married women to make loans without their husband’s consent. In 1980, airlines were barred from discriminating against flight attendances for their marital status during the hiring and firing stage.

The number of United States respondents agreeing with the proposition “a university education is more important for a boy than for a girl” decreased from about 14% in the period between 1994 and 1999 to about about 9% in the period between 2005 and 2007. Similarly, the number of people who agreed with “when jobs are scarce, men should have more right to a job than women” decreased from 19% to about 8% over the same period.

The report cites current research from the United States and England showing the more education a mother has, the better the outcomes for her children will be.

Currently in the United States, females academically outperform their male counterparts in all academic areas including [[mathematics|math] and science. On the Programme for International Student Assessment math test though, US boys tested better than US girls by a score of roughly 495 to 480. US girls outperform boys on the literacy test with mean scores of approximately 510 to 490. In this regard, the report suggests US girls’ performance patterns resemble global ones.

Mali’s percentage of girls in primary school is equivalent to the United States in 1810 at around 34%. Burkino Faso is worse, matching the United States in 1780 with a percentage of roughly 25%. Niger’s current enrollment for girls is around 50%, around the same percentage as the United States in 1900.

Law center helps defend open source

Eben Moglen, Columbia University Law Professor, will head the newSoftware Freedom Law Center (SFLC). An initial 4 million dollars has been provided by Open Source Development Labs (OSDL) to fund the project.

The law center will provide free legal service for open source projects and developers. In 2004 OSDL established a separate $10 million Linux Legal Defense Fund providing legal support for Linus Torvalds, Linux kernel creator and end user companies subjected to Linux-related litigation by the SCO Group. The new law center will not be affiliated with the OSDL.

“This is about taking care of the goose that laid the golden egg and not letting wolves come in the middle of the night and steal it away,” Moglen said during a press conference. “This is a legal firm not involved so much in litigating and defending as it will be for counseling and advising and nurturing non-profits and to prevent millions of dollars in litigation.”

Moglen will serve as chairman and director-counsel of the non-profit organization. Also on board as directors are: Lawrence Lessig, law professor at Stanford Law School; Daniel Weitzner, director of the World Wide Web Consortium‘s technology and society activities; and Diane Peters, general counsel at the OSDL. Daniel Ravicher, executive director of the Public Patent Foundation, will help manage as legal director.

Moglen, one of the world.s leading experts on copyright law as applied to software, will run the new Law Center from its headquarters in New York City. The Law Center will initially have two full-time intellectual property attorneys on staff and expects to expand to four attorneys later this year. Initial clients for the Law Center include the Free Software Foundation and the Samba Project.

Other services provided by the SFLC include: asset stewardship, to avoid intellectual property claim conflict; license review and compatibility analysis; legal consulting and lawyer training.

Federal response to Katrina a “national disgrace”

Onsite commentators are blasting the United States federal government, saying the response to Hurricane Katrina has been too slow and otherwise inadequate.

Mayor Ray Nagin has repeatedly pleaded for more help.

The Washington Post reports that on the Friday after the storm, Louisiana Governor Kathleen Babineaux Blanco got a proposal from the federal government for her to request a federal takeover of the evacuation of New Orleans. The state rejected that option hours later. Blanco had declared a state of emergency on August 26. Homeland Security Secretary Michael Chertoff has pointed out “our constitutional system really places the primary authority in each state with the governor.”

The city’s police chief warned that storm victims were being raped and beaten on the streets. Even in the Superdome stadium and the city convention center, where tens of thousands had awaited evacuation, fights had broken out, rubbish burned, and dead bodies have been left uncollected. The Superdome evacuation was completed Saturday night. The Superdome had been opened as a refuge of last resort for people who did not participate in the voluntary evacuation of the city before the storm.

The head of New Orleans‘ emergency operations, Terry Ebbert, complained that the Federal Emergency Management Agency (FEMA) was not doing its job. “This is a national emergency. This is a national disgrace,” he said. “FEMA has been here three days, yet there is no command and control. We can send massive amounts of aid to tsunami victims, but we can’t bail out New Orleans.” Ebbert also said he hasn’t seen “a single FEMA guy” at the Superdome Wednesday (the main staging area was 6 miles away along the adjoining I-10 at the Causeway intersection); the photo at right had been taken three days earlier by a FEMA worker before the storm. FEMA estimated the damage in all states affected where 637,994 people usually live.

Web pundits suggest that Mike Brown, the head of FEMA, will “be chosen to take the fall” for the poor response. [1] A critic at the International Arabian Horse Association, which previously fired Mike Brown, said “He was an unmitigated, total…disaster. I was shocked as hell when captain clueless (a reference to President G.W. Bush) put him in charge of FEMA a couple of years ago.” [2] It has also been suggested that the impact of the philosophy of privatization has damaged federal emergency response, but the validity of such claims has not been assessed. [3]

Not all federal agencies are being blasted for their role in exacerbating the disaster. In particular, the Coast Guard has been lauded for its rescue efforts, which began immediately. There was been widespread criticism of the failure to mobilize National Guard units from other states. Such units have now been deployed, but the debate over their slow deployment will rage for some time. Sunday the Washington Post reported that Louisiana did not reach out to a multi-state mutual aid compact for assistance until Wednesday.

A significant component of the criticism directed at federal and state governments has been the lack of access given to local volunteers and the Red Cross.[4] Local officials, especially Mayor Nagin, have been harshly criticized for failing to follow existing evacuation plans. In particular, aerial photographs show numerous unused city school buses, which were to have been used in the evacuation.

Over twenty-five nations, some with assets in the area, have offered aid to the city of New Orleans, but the president has refused all material aid from foreign nations. Such refusal of aid is not uncommon among nations with coldy hostile relationships, such as between the U.S. and Cuba or Venezuela, but it has created a stir among the European media.

As of September 4th, the US has extended a “wish list” largely duplicating the offer from Germany. German supplies, including an airborne hospital are expected to arrive September 5th. The US has also asked the EU and NATO for assistance. [5]

Accordingly, counterintelligence operations will generally involve security investigations, investigations into financial records, individual profiling, and other methods to both catch spies and discourage treason.

Counterintelligence is obviously a sophisticated field that requires appropriate education and training. Indeed, advanced training in the area of counterintelligence is indicated by the nuanced and difficult fact that a major target of counterintelligence is foreign intelligence services. The aim of targeting a foreign intelligence service is to analyze its processes so it can eventually be modeled. Once the intelligence process has been modeled it can be approached in a manner that allows the opposite intelligence service the upper hand in any future dealings with that foreign entity. Therefore, counterintelligence workers will have to apply their methodologies to discover secrets that are actively being kept secret.

The approach to counterintelligence discussed by Clark is a rather innovative approach to counterintelligence work. Counterintelligence traditionally focused on a defensive denial and deception. Clark, however, proposed an offensive approach that included covert action, denial, and deception, but it also included the application of the opposing intelligence service s model so it can be used as a way of defeating the opponent.

Just from this cursory description, it is apparent that counterintelligence requires proper counterintelligence training. Appropriate counterintelligence training does not only have to be on-the-job training, however. Conceivably, it would be of great utility that the employee seeking work in this field comes to the job with background in the process of the counterintelligence field and perhaps other relevant knowledge. Indeed, it would be difficult to obtain the broad understanding of the field while also gaining an understanding of the target s political, economic, and military status and other nuances on an entry level.

That is why counterintelligence training is so important. One can earn a counterintelligence degree or a closely related degree, such as an intelligence degree online, to satisfy such a training requirement. Earning a counterintelligence degree would provide a substantial amount of training on the processes of counterintelligence, and it would expose the student to other developments in the counterintelligence field and closely related fields.

The value of counterintelligence training is growing. That value is a direct result of the need for skilled intelligence workers. The value of an intelligence degree online or a counterintelligence degree that is obtained online is similar to the value a criminal justice degree brings to advanced law enforcement work or a cyber security degree brings to computer security work. These degrees help the person learn important aspects of the profession, such as traditional strengths and weakness common to the field. The degree programs also expose the person to current literature in the field so the person can remain current on important issues, and so they can add to the fund of knowledge in the field.

The value of an intelligence degree online or a counterintelligence degree that is obtained online cannot be understated. Counterintelligence training that is gained from formal education will advance the security interests of one s employer while also advancing one s career.

Man killed after shop robbery in West Yorkshire, England; murder investigation launched

A man has died after being involved in a robbery of his shop in West Yorkshire, England. Four youngsters, described as wearing hooded jumpers and tracksuit trousers, raided the Cowcliffe Convenience Store in the town of Huddersfield at approximately 2030 GMT on Saturday.

63-year-old Gurmail Singh sustained head injuries as a result of the robbery. Six witnesses attempted to prevent the youths from exiting the shop but failed, and the teenagers managed to escape with confectionary, cigarettes and money. One witness claimed to see a hammer in posession of one of the offenders, however it is unknown if this was used in the attack.

Singh was taken to Huddersfield Royal Infirmary but died there at approximately 0330 GMT on Sunday. West Yorkshire Police have now launched an investigation into the death of Gurmail Singh. A post-mortem examination is scheduled to take place on Monday to attempt to discover how the shop-owner was killed. West Yorkshire Police are now appealing for witnesses or anyone who has information in relation to this incident to contact them.

Buffalo, New York —The preliminary hearing for a lawsuit against the Elmwood Village Hotel proposal has been pushed back to August 10, 2006.

The hotel would require the demolition of at least five properties owned by Hans Mobius, 1109-1121 Elmwood and would cause the closure of several businesses. Already, two businesses, Skunk Tail Glass and Six Nations Native American Gift Shop have relocated, outside the Elmwood Strip. Don apparel, H.O.D. Tattoo and Mondo Video still remain on Elmwood; however, Mondo Video is planning on moving to a new location. The hotel will be 72 rooms and will cost at least 7 million dollars to build. Savarino Construction Services Corporation would be in charge of building the hotel and Wyndham Hotels would operate it.

Attorney Arthur Giacalone says that the court date was pushed back because “the court apparently felt it did not make sense to proceed with oral argument on 7/27 if Savarino is going to re-start the process.” Giacalone also stated that the decision to adjourn until August 10 “was not my idea.” On July 13, 2006 Savarino announced that they were withdrawing the proposal to “resubmit” it to “shed the lawsuits” against the proposal.

Savarino was allegedly supposed to resubmit the proposal by the end of last week but so far has not done so. The final meeting of Buffalo’s Common Council for the summer occurred today. The Council will not meet again until September.

“If they [Savarino] took no action today, re the hotel, [that is, accepting the new application, or rescinding the prior rezoning resolution], nothing official will happen for the next 6 weeks or so,” added Giacalone also saying that if this is the case, “the court may not be willing to hear oral argument on 8/10 since we will still be up in the air about what’s going on.” Giacalone also states that he is unsure about “what they [the Common Council] did today.”

Despite the call for a “do-over” of the proposals process, Giacalone still states that his client’s position of the “pending lawsuit will not be ‘moot’ or ‘academic’ unless and until the Common Council rescinds its prior vote(s) that approved the rezoning” for the buildings on Elmwood and one property on Forest Avenues.

Sam Savarino, CEO of Savarino Construction has been contacted, but has not replied to any e-mails. Area councilman Joseph Golombeck has also been e-mailed, but also has not replied.

Bush Administration changes official position on legitimacy of Qur’an desecration allegations

After an investigation of allegations that Islam’s holy book the Qu’ran was mishandled in front of inmates at Guantanamo Bay, Cuba, the Bush administration has acknowledged the credibility of some of these reports. According to Robert Burns of the Associated Press, U.S. military officials acknowledged that, “a Muslim holy book was splashed with urine,” and “a detainee’s Quran was deliberately kicked and another’s was stepped on.” The US government first denied a specific report that the Qu’ran had been flushed down a toilet at the prison facility, but on Friday agreed that similar allegations were indeed true.

On May 16, Newsweek magazine apologized to the victims of deadly riots that ensued due to a Newsweek article stating that U.S. officials defiled the Qur’an. White House Press Secretary Scott McClellan criticized Newsweek’s initial response to the incident, saying it was “puzzling.” Later that day, Newsweek retracted the story, which the White House said was a “good first step”.

On May 20, the International Red Cross (IRC) revealed in a rare public announcement that it had documented and reported to the United States credible information concerning desecration of the Qur’an by Guantanamo Bay personnel. Pentagon spokesman Bryan Whitman, acknowledged that allegations were made on “rare occasions” but were uncorroborated. Simon Schorno, a Red Cross spokesman, disputed the Pentagon’s denial saying, “All information we received were corroborated allegations.” He added that, “We certainly corroborated mentions of the events by detainees themselves,” and that “the ICRC considers such reports “very seriously, and very carefully, and [we] document everything.”

Scott McClellan explained in a press conference that the White House is not trying to tell Newsweek what to print. McClellan said, “Look, this report caused serious damage to the image of the United States abroad. And Newsweek has said that they got it wrong. I think Newsweek recognizes the responsibility they have. We appreciate the step that they took by retracting the story. Now we would encourage them to move forward and do all that they can to help repair the damage that has been done by this report. And that’s all I’m saying. But, no, you’re absolutely right, it’s not my position to get into telling people what they can and cannot report.”

On May 25, Amnesty International called for the shutdown on Guantanamo Bay due to numerous human rights violations, saying “The ‘war on terror’ appeared more effective in eroding international human rights principles than in countering international ‘terrorism’.” Amnesty International’s view was shared by both the International Red Cross (IRC) and the American Civil Liberties Union (ACLU). The IRC has said it reported to the U.S. government detainee’s reports of desecration of the Qur’an. In the foreword of the report, written by Amnesty International Secretary General Irene Khan, Guantanamo was compared to a Soviet-era gulag in that it is “entrenching the practice of arbitrary and indefinite detention in violation of international law”.

White House spokesman Scott McClellan responded saying the report’s allegations were “ridiculous and unsupported by the facts. The United States is leading the way when it comes to protecting human rights and promoting human dignity. We have liberated 50 million people in Iraq and Afghanistan. We have worked to advance freedom and democracy in the world so that people are governed under a rule of law and that there are… protections in place for minority rights, that women’s rights are advanced so that women can fully participate in societies where now they cannot”, as well as supporting the fight against AIDS in Africa.

About the allegations of abuse at Guantanamo, which McClellan has previously called isolated incidents, he said, “We hold people accountable when there is abuse. We take steps to prevent it from happening again, and we do so in a very public way for the world to see that we lead by example, and that we do have values that we hold very dearly and believe in.”

On May 31, U.S. President George W. Bush dismissed the human rights report as “absurd” for its harsh criticism of U.S. treatment of terrorist suspects at Guantanamo Bay, Cuba, saying the allegations were made by prisoners “who hate America.” “It’s an absurd allegation. The United States is a country that promotes freedom around the world,” Bush said of the Amnesty International report.

William F. Schulz, executive director of Amnesty International USA, defended the report, saying, “What is ‘absurd’ is President Bush’s attempt to deny the deliberate policies of his administration.” and “What is ‘absurd’ and indeed outrageous is the Bush administration’s failure to undertake a full independent investigation”. Irene Khan also responded saying, “The administration’s response has been that our report is absurd, that our allegations have no basis, and our answer is very simple: if that is so, open up these detention centres, allow us and others to visit them.”

And, on Friday, the U.S. military released the results of their investigation and confirmed that in 5 separate incidents, American guards at the Guantánamo Bay prison “mishandled” the Islamic holy book. However, they stress that guards were usually “respectful” of the Qur’an.
