U.S. House rejects Senate version of payroll tax cut

Yesterday, the United States House of Representatives voted to effectively reject the Senate version of a bill, passed with bipartisan support, to extend a payroll tax cut two months past its year-end expiration date. The House voted instead to create a conference committee to settle differences between members of both bodies.

Although the tax cut extension itself has support among Republicans and Democrats, lawmakers disagree on how Congress should go about compensating for the cost of extending the cut and the policy changes it would entail.

During an appearance yesterday, President Obama condemned opposition to the Senate-passed version of the bill, accusing Republicans in the House of trying to negotiate on matters unrelated to the bill. Republicans, in response, say there is still time to negotiate the bill, insisting that lawmakers ought to concentrate on a year-long plan rather than a two-month extension. Senate Democratic leader Harry Reid, however, says he will not agree to negotiate the tax cut extension until the Senate-approved bill is passed by the House.

If the tax cut is not extended and instead expires on December 31, approximately 160 million Americans will be affected by the tax increase; President Obama insists the only way to prevent the tax hike beginning January 1 is for the House to pass the Senate bill. In response, House Speaker and Republican John Boehner wants Obama to “call on the Senate to return” to negotiate. The Senate, shortly after passing the bill, adjourned for the Holiday break.

Also included in the bill is a provision that would require President Obama to make a decision regarding the construction of the Keystone XL pipeline, a pipeline that would transport oil from Canada to Texas.

House Democratic leader Nancy Pelosi blamed the congressional year-end impasse on “Tea Party Republicans.” In a letter to President Obama, Speaker Boehner requested he galvanize the Senate to negotiate on the bill’s provisions, writing “The differences between the two different bills can be quickly reconciled to provide the American people the certainty of a full-year bill. There are still 11 days before the end of the year, and with so many Americans struggling, there is no reason they should be wasted. You have said many times that Congress must do its work before taking vacation”.

Prisons in New Zealand to introduce mobile phone jamming technology

A successful 12-month trial of mobile phone blocking technology in New Zealand prisons has just been completed, according to the Minister of Corrections, Vodafone and Telecom.

Corrections Minister, Damien O’Conner, described this technology as a world first and a significant milestone for the Department of Corrections.

The mobile phone blocking technology is being implemented to help prevent the growing problem of inmates using mobile phones which they are currently prohibited from. One case included a Mt Eden prisoner using a mobile phone to organise NZ$1 million worth of methamphetamine (commonly known in New Zealand as P) being smuggled in. Other cases at Mount Eden Prison included posting of pxts on the Internet, and ordering meals of KFC.

Vodafone, Telecom and the Department of Corrections signed a Memorandum of Understanding (MoU) stating that they will help prevent the use of mobile phones inside prisons. In a joint statement Greg Patchell, Group Technology Officer for Telecom, and Tom Chignell, Corporate Affairs General Manager for Vodafone, said, “With the technical trials completed, and the MoU Agreement in place, work can now begin to apply the most effective technologies to combat unauthorised cellphone use in each prison site in New Zealand.”

Hawke’s Bay Prison will be the first prison to get the new technology due to its high level of gang members. The technology will be implemented in the next six weeks.

However, some prisons, including Mt Eden Prison, might not have this technology implemented due to different characteristics of each prison. Simon Power, Corrections Spokesperson for the National Party, said, “The technology won’t work around all prisons, the most notable being Mt Eden, which has had significant contraband problems.” Patchell and Chignell said, “…we have now identified a package of technical solutions which the Department of Corrections believes could be deployed with effectiveness in some of its facilities.”

Dead body left in UK hospital alongside living patients for seven hours

A dead body was left in a ward in Stobhill Hospital, Glasgow, Scotland for seven hours before it was removed.

Christine Martin, who saw the body, said that although there were curtains around the body, they “were open sufficiently for me to see this man, whom we had got to know over a period of 10 days, lying dead, face uncovered.”

Officials from the hospital have apologized for having allowed the incident to occur. The son of the dead man said that the hospital acted with “utter compassion” when permitting his request to see his father’s dead body in the ward.

National Health Service Greater Glasgow and Clyde said in a statement that, “we have acknowledged to the Martins that, beyond this, there was some delay in the transfer of the patient to the mortuary and steps have already been taken to ensure that this does not happen again.”

The Royal College of Nursing also released a statement on this incident. “The normal practice if someone has died in a four-bedded ward is to access a single room where the deceased could be viewed by the family and the family can have some time with the relative, and for that to be done in as dignified manner as possible,” said Lynn McDowall, a professional officer for the organization. “This case highlights the campaign we’re running and highlights the kind of problems nurses come across, because no nurse would want a deceased patient lying on a ward for seven hours.”

Two people have come forward to claim a share of the jackpot total of £91,141,671 (US$151,435,849.52) that was previously unclaimed from the EuroMillions lottery draw held on Friday, a lottery draw that is held in Europe across eight countries every Friday night.

The two people have yet to have been identified because they have not yet been given their money, as The National Lottery said. Camelot, who are the group who operate the lottery service said that lottery winners are given the option to remain anonymous if the winners wish to do so. The claims are also yet to be validated. Wal-Mart owes back taxes, according to State of Wisconsin

According to the state of Wisconsin, Wal-Mart has avoided paying millions of dollars in state taxes by paying rent on 87 Wisconsin properties. The Wisconsin State Department of Revenue call this behavior “abusive and distortion of income.”

Wal-Mart is doing this by setting up one subsidiary to run all its stores and setting up another subsidiary to own its real estate. The operating subsidiary then pays the rental cost to the real estate subsidiary and takes a tax deduction for the rent. This money will, however, end up in the corporation’s own pocket.

As a result of Wal-Mart’s actions, the state tax auditors say that Wal-Mart owes more than $17.7 million in back corporate income taxes, interest and penalties from 1998-2000.

The Wal-Mart corporation claims that they are doing nothing wrong, rather they are taking advantage of an overlap of state and federal tax laws in an effort to reduce their taxes and costs.

Buffalo, New York —According to the developer Savarino Construction Services Corporation, the proposed Elmwood Village Hotel which would be placed on the corner of Elmwood and Forest Avenues in Buffalo, New York has been withdrawn from the city’s Planning Board and Common Council and will undergo a “do over”; however, Eva Hassett, Vice President of Savarino says that the proposal will be resubmitted, from scratch by the end of next week.

The hotel would require the demolition of at least five properties, 1109-1121 Elmwood and would cause the closure of several businesses. Already, two businesses, Skunk Tail Glass and Six Nations Native American Gift Shop have relocated, outside the Elmwood Strip. Don apparel, H.O.D. Tattoo and Mondo Video still remain on Elmwood; however, Mondo Video is planning on moving to a new location. The hotel will be 72 rooms and will cost at least 7 million dollars to build.

“We’re lovers, not fighters. Our energies should be spent on developing a really wonderful project, not wasted in court. We’ll start over with a clean slate and take as much time as necessary to hear people out and end up with a very positive project for the neighborhood,” said President of Savarino Construction, Sam Savarino.

The hotel will not undergo any major changes in its design says Savarino. “We would anticipate little if any physical change to the plans.” He also alleges that the issues with the hotel were not with the design or the proposal and also says that the hotel is still right for the intersection.

“The perceived problem was with the process, not the proposal itself. We believe this is the right thing to do on that corner,” added Savarino.

According to the Buffalo News, the projects resubmission is aimed to “shed the lawsuits” against the proposal. The Buffalo News also claims that the Common Council members are all still “in favor of the project.” The proposal was unanimously passed by the council on March 21, 2006.

Attorney Arthur J. Giacalone who represents the plaintiffs, Nancy Pollina and Patricia Morris, who operate Don Apparel (a vintage clothing and collectibles shop at 1119 Elmwood Avenue), Angeline Genovese and Evelyn Bencinich, owners of residences on Granger Place which abut the rear of the proposed site, Nina Freudenheim, a resident of nearby Penhurst Park, and Sandra Girage, the owner of a two-family residence on Forest Avenue less than a hundred feet from the proposed hotel’s sole entrance and exit driveway, says that the hotel proposal was “inappropriately rushed,” but some council members disagree. Defendants in the lawsuit against the hotel are, Buffalo’s Common Council and Planning Board, Mayor of Buffalo, Byron W. Brown, Savarino Construction Services Corporation, Hans J. Mobius and his son Hans S. Mobius owners of the properties at stake, Pano Georgiadis, owner of Pano’s Restaurant on Elmwood, and Cendant Corporation, the parent company of Wyndham Hotels, which will be, according to Savarino, the hotel operator. Attorney David State is representing the city, Planning Board, Mayor Byron Brown and the Common Council.

“I don’t think it was a rush job,” said Dominic J. Bonifacio Jr., the council’s Majority Leader.He also alleges that the only way to make “it [the hotel] a better project and ease the concerns of some neighbors would be to find a way to provide more parking.”

In an exclusive phone interview with Wikinews, Giacalone states that the lawsuit against the hotel and the city “will not be moved [withdrawn] unless the Common Council resins their [prior] decisions in passing the proposal.” Giacalone also says that Savarino has yet to submit any new plans for the proposal to the city. He also says that he “still plans to represent all plaintiffs” if they wish to continue with the suit and the use of his services.

Giacalone rescheduled the preliminary hearing which is “still in place” for July 27, 2006. When asked if the properties are still owned by Mobius, Giacalone replied “yes” and that according to attorney Bob Knoer, the Lawyer representing Hans Mobius, the owner of the properties that could be demolished, there is “no contract between Savarino” and that Mobius “plans to put the properties back on the market.” Mobius has not returned phone calls or e-mails and has not yet commented on the situation or the proposal itself. The city denies these claims.

In an exclusive phone interview by Wikinews, area councilman Joseph Golombek states that the reason for the resubmission of the proposal was due to “a mistake in the Planning process” and that none of the council members have “indicated that they have changed their opinions on the hotel” and still remain in favor of the project.

“I still think the Hotel is a good idea for that part of Elmwood. For Elmwood to stay strong and vibrant it must continue to grow and adapt to change. It is a different community than it was twenty years ago and will be different in another twenty years. The opponents of the Hotel have the opportunity to challenge it and are doing that. Even though I disagree with them I am glad there is a safety mechanism for people who disagree with government. We need to keep moving forward,” added Golombek.

Supporters of the hotel proposal are planning on holding a rally to support the new development. WNYmedia.net claims that the first rally will be held to support the hotel proposal on July 17, 2006 at 5:00 p.m. on Elmwood and Forest, on the site of the proposed location. According to WNYmedia.net they “are tired of the anti development crowd in Western New York.” They also blast opponents of the hotel proposal calling them “bananas” and “nimbys.” People opposed to the hotel proposal are planning on “counter attacking” with their own protest on the same day and time.

Well, first impression always lasts. Therefore, you should start impressing people from the Human Resources Department when you get your job application form. You should wear appropriate attire when you ask for the application form. Be grateful and do not forget to say ‘thank you.’

When you already have the application form, read it first before filling them up. Make sure that you have all the information needed on the application form so you can completely fill the form later. In addition, be sure that you read the instructions carefully so you would not have any mistake with your application form. Following directions is very important and making a mistake on the first part of applying for a job is not an option.

Car crashes into house in Suffolk, UK, seriously injuring man

A male driver has been hospitalised with serious head injuries after the car he was in crashed into the corner of a house in Suffolk in the east of the United Kingdom. Members of the fire service attended the incident scene, which occurred in the Carlton Colville district of the town of Lowestoft, approximately seven minutes after it was reported to emergency services at approximately 0145 UTC today.

Although three people were inside the house when the car impacted it, none of them were hurt. However, the driver sustained serious injuries to the head. The road where the crash happened was temporarily closed while emergency services freed the driver from the red Audi TT. He was initially hospitalised in the James Paget Hospital in Great Yarmouth. He was subsequently relocated to Addenbrooke’s Hospital in Cambridge.

Structural engineers have been asked to examine the house. The house has been vacated by its occupants as analysis continues, police reported. It is not clear if the collision has caused the building to leak gas.

The cause of the incident is unknown at this stage. “Collision investigators will be at the scene today as we try to ascertain exactly what has occurred”, said Sergeant Bob Patterson. The Suffolk Constabulary Sergeant added: “At this early stage we could not speculate as to what has caused the crash.”
